It definitely is about Paul! Like you said, a lot of the lyrics take some obvious digs at Paul. For me, the most obvious line is “Those freaks was right when they said you was dead” referring to the whole Paul Is Dead controversy. Though John did say once in an interview that the song was actually an attack against himself, I believe it’s about Paul.
